I have a deck we reuse almost weekly and I have the date in the top right of each slide. It would save at least 10-15 minutes each time if I was able to turn it into a variable and change the date one time for all slides. I think this could work for so many use cases, like updating the topic of the slide anywhere it's used.

Templates are not a replacement for Global Elements. Themes are halfway there because they are global.
Sometimes a presentation needs Global Elements that persist on many, many pages and are liable to change when: your colleague gives you the correct name of the project, or the send date changes because you’ve been working on the deck for a few days.
And sometimes you want to decide later to add a logo watermarked to the corner of every slide. Or you need to change the location of some of some Global Elements to make room for even more Global Elements such as the project phase, or the attention, contact info, etc.
Perhaps Global Elements could be an evolution of the Stickers feature, or perhaps Stickers and Themes get rolled into a new Libraries paradigm.
As for Global Layouts, perhaps there could be an Enable Global Layout switch on the elements within a slide or on the slide itself?

Yes This!!!
For example on all my slide pages i normally have the Date + Client Name & Project name + Page Number (Dynamic Field).
So when i create a new presentation, i just adjust one master page with these global elements and the presentation templates are updated throughout.
